It's an economic issue; just like slavery then, slavery now....|||Earlier this year, three federal judges ruled that prison overcrowding prevents inmates from getting adequate medical and mental health care. They ordered California to reduce its prison population by 44,000 inmates.Over the summer, the Schwarzenegger administration submitted a plan that would reduce the number of prison inmates by half that number. The judges said the plan was inadequate and vague. They tossed it out, and ordered the state to submit a new plan that will meet their goal of 44,000 fewer inmates. The judges also want a specific time line for meeting that goal. The Schwarzenegger Administration has said it will comply, but it鈥檚 refused to disclose details of its new prison population reduction plan in advance. The federal judges have warned that if the new plan isn鈥檛 good enough, they鈥檒l devise one of their own 鈥?and force California to put it to work Apparently one of them came up with a solution *L*L|||1. They got rid of the death penalty. 2. They're arresting too damn many potheads who are taking up cells they could be jamming with murderers and rapists. 3. California attracts a criminal element. 4. California breeds a criminal element. There's four good reasons right there.|||It is a combination of things. Primarily, it is due to having such high taxes and squandering the proceeds. That leaves nothing left to build more prison space. Add in the fact that the State Constitution limits prison crowding. And what do you get? More criminals + more convictions + no additional prison space + Constitutional requirement = early release. *|||Thie release of the 46,000 prisoners hasn't happened yet. CA has two years before that happens. Yes, they do have a large number of illegals and they do have a three strikes law in force. It is a complicated issue but overall a frightening one for the people who have to deal with a mass release of felons. Yikes!!!!!|||Wasn't that an accident, someone made an "error" and ended up releasing some of the more violent offenders and not the low-risk offenders?
