California is moving the first of a reported 5,000 state prisoners to other states because its prisons are bulging at the seams. There are over 173,000 prisoners in facilities designed for fewer than 100,000. California has the highest percentage of prisoners to population in the U.S. (outside of Texas), it has the high recidivism rate, due to a lack of rehabilitation, and the highest percentage of parole violations.

Does anyone else find this distressing and ridiculous? What are the possible solutions?|||This is a common practice in many states. It is also common with in states. Talk to the ACLU, they are the ones that have instigated this because they wouldn't want a convicted criminal in prison to be crowded.|||It's a matter of safety and the U.S. Constitution for everyone - inmates, prison guards, doctors and nurses. The feds have threatened to take over California prisons if the state doesn't get it under controMF I guess they will, then we'll see how the state reacts.

|||Dangerous criminals are moving to our little town, it's easy to see their walk/style/mannerisms and it is so obvious they moved from a different state to ours because now they are ex-cons with a clean state criminal record. It's about time our states combine convicts criminal records as ONE

Paying other states to house prisoners seems like a good idea.
What is the problem with that ?|||Well, hey, let's let 'em all out! Just read the UK papers for a couple of weeks to see how ridiculous they're doing things over there. They sentence a man to a life term for raping a baby which really boils down to 8 years, out in 4. And surprise! He rapes another baby! It's Politically Correct insanity. As far as rehabilitation goes, it's never been done successfully, not with one serious offender. You don't rehabilitate a rapist, a murderer, an arsonist, a child molester. Flat impossible. My favorite question that I ask my bleeding heart liberal friends is: if the child rapist gets out of prison after being "rehabilitated", would it matter if he moved in next door to you? He's gonna move next door to somebody. How about you? How about a "rehabilitated" murderer? A "rehabilitated" arsonist. A "rehabilitated" common rapist? He's moving into some neighborhood. Do you mind if he lives on your street? Think about it. The answer is to start executing some of these knuckleheads who are guilty beyond all possible doubt. One hundred years ago in this country we hung men who raped women. I can find no fault with that.|||Sounds like you believe in Rehabilitation... Soft, fuzzy jails do not solve recidivism it compounds the problem.. Who would ever leave a system where you are fed three great meals a days and are never punished for negative behavior.. Actually rewarded for negative behavior...Come to Canada and see how it works..They have been doing the nice fuzzy wuzzy for twenty years and rate of reoffending is the the same as 1970.. But we keep trying , this way all kinds of people get great paying jobs in the system on the guise of treatment..We let these inmates out early to give them a chance (that way you keep the count in the jails down) so you dont have to build new jails, and you can fool the taxpayer, all the while making sure friends, relatives and children get good jobs in a system no one expects anymore than 80 percent failure from the inmate...GREAT GIG.... FAILURE FACTORIES.. I guess you want a program job in the jail.|||Easy enough, it will temporarily ease the burden on our prisons. We need to start excuting them.
